Who are we?
State Family Planning Administrators (SFPA) is a national coalition of state level administrators of family planning programs. SFPA members are representatives of state and territorial health departments. The majority of members administer Title X funds, which are appropriated by Congress and distributed through the Department of Health and Human Services (DHHS), Office of Population Affairs (OPA). A small percentage of SFPA members represent state-funded family planning (FP) programs. In these states, the federal Title X funds are administered through private organizations.
